Cant help ya out on this one but I thought it was funny because I bought my wife an 86 a couple months ago & it had the same problem,That and a lot of JB weld smeared all over it.
I ended up finding a used carb online for $105 w/shipping. Removed the spacer before putting it on and cant believe how much it woke the bike up.
Funny thing is I find myself riding the savage more often then my own bike now.
